This is why it may be best to have your photos taken by a professional rather than doing them yourself. Very few actually pass inspection when done by a non-professional.

Some Tips and Information to Consider:
When deciding what you should wear for your photo, we recommend not wearing white or light-colored tops. The background of your photo will be shot against a white background. Therefore, if you wear those colours, you will not have enough contrast in the image. We recommend wearing something of a darker color so that it stands out against the white background.
While you may need wear your glasses to the photo session, you will be asked to remove them for the photos. This is due to the fact that they may cause glare in the photo, which would cause the passport office to reject the images.
You will be asked to maintain a relaxed expression for the photo. No smiling. These photos may not be the best ones you will have taken, but they need to pass inspection. And this is a requirement of the passport office as well.
Refrain from wearing jewelry such as earrings or piercings. You will need to remove them prior to the photo, if you do wear them.
Children and infants will need to have their photos taken as well, for their passports or other documentation. You may need to allow for a bit of extra time to have these done.
